Daily Scalar Usage Rule gives Incorrect error message if there is a meter exchange
If there is a meter exchange during a usage period and removal read is missing for removed device on SP, then daily scalar usage rule gives incorrect error message on Usage Transaction. Expected message is removal read is missing for removal date which instead is shown as removal read is missing for Usage Period End date.
