Send Notification as Urgent Function Does Not Work Correctly (Doc ID 2668144.1)

Symptoms

Actual Behavior

Attempt to proceed status from CCB1 to CCB2 with 'Send Notification as urgent',
Notification of ChangeOrdersECOStatusPromotionApprovers does not have Urgent Mark.
 

Expected Behavior

Attempt to proceed status from CCB1 to CCB2 with 'Send Notification as urgent',
Notification of ChangeOrdersECOStatusPromotionApprovers should have Urgent Mark.


Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Create Part A
  2.  Create Change A for PartA
  3.  Proceed Workflow Status from CCB1 to CCB2 with 'Send Notification as urgent'
  4.  Home > Notification Tab  (ChangeOrdersECOStatusPromotionApprovers) without urgent mark
