Unable to Assign Provisioning Plan to Order. Application Hangs/Hourglasses Indefinitely After Clicking Queues Button

Symptoms
MetaSolv Solution version 6.3.0
The application hangs/hourglasses indefinitely when attempting to assign a Provisioning Plan to an order. The tbs.exe process consumes ~30-35% CPU on the Windows machine while hanging and must be terminated using the Windows Task Manager. The problem is related to the execution of a Rules and Behavior event where the configuration for both the Same as Task Type: {= SAME TASK BEING INSERTED} and task placement of Before: {= TASK NOT EXIST ON PLAN} and After: {= TASK NOT EXIST ON PLAN}.
Recreation Steps
* Provisioning Plan for test case below will have DLRD and DD tasks only.
1. Application Setup.
2. Work Management Setup.
3. Rules and Behaviors.
4. Click Add New.
5. Enter required fields using Rule Type = PSR Product Service Request and click Save and Continue.
6. Click Create for Task Behaviors.
7. Configure the rule like below (only need enter data on Step 1 of 2 page) and save.
8. Create a PSR order with minimal service items for simplicity.
9. Click Validate an Finish.
10. Assign the Provisioning Plan having the DLRD and DD tasks.
11. Click Get Tasks.
* Note the CKTID task is placed at bottom of task list with Work Queue = <CKTID>.
12. Click Queues and the application will hang indefinitely.
