DUCR Doesn't Allow Sessions Having Quota Smaller Than Half of Minimum Volume (Doc ID 2671781.1)

Symptoms

On Oracle Communications Network Charging and Control (OC-NCC/NCC) 12.0.2.0, when slee_acs is executing a control plan which contains a DUCR (Direct Unit Charge Request) node and sending an ATC (Apply Tariffed Charge) request having volume (NUM filed) equal to 20000 (19MB), beVWARS is responding with a NACK despite there is available balance amount:

 "Minimum Volume" and "Billing Resolution" are set to 51200 in corresponding CLIxDN.

To be noted that in case the volume(NUM field) in the ATC request is 40000, the call is correctly processed.
