Custom CCS EDR Tags Not Written by the Periodic Charge Plugin

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) up to and including 12.0.3.0, custom Event Data Record (EDR) tags are not written to the final Charging Control Services (CCS) EDR by the Periodic Charge (PC) plugin.
This issue can be reproduced by:
1. Configure a new PC
2. Create a new Control Plan (CP) with the following nodes:
- Set Billing Engine EDR node (SEDR) with a custom tag/value
- PC Subscription Node (PCSN) which subscribes to the PC created in Step 1
3. Trigger the CP against any provisioned subscriber and observe the resulting PC State Change EDR (CDR_TYPE=52).
Despite the EDR information being passed in the request triggered by the PCSN node, the EDR will not contain the custom EDR tag configured in the SEDR node.
