Central Coding Jobs Unable to Run Due to "Only One Usage of Each socket address" Error (Doc ID 2674901.1)

Symptoms

Jobs for Study(s) are not running. Checking in the event log shows the below error:

 

Trying to restart the Central Coding job scheduler is not enough, as "Only one usage of each socket address (protocol/network address/port) is normally permitted" error is still thrown. Doing a grep on the ports shows that multiple processes are holding the ports for PROD and UAT.

Doing an IIS reset removes some of the processes, but some are still holding one of the ports, and running the jobs still does not work.
