Getting 'Invalid Request' Error Trying to Login Using SAML SSO (Doc ID 2675246.1)

Symptoms

For OFSAAI 8.0.7.2.0, the SAML Single Sign-On (SSO) login no longer works.  When you try to login as a user with SSO privileges and using SAML2 as SSO, you get the error below:

Invalid request / Error while processing request

The web server nohup.out shows the SAML connection being made but there are no errors reported.  You cannot find any errors in the other logs either.

All of the SAML SSO parameters are populated correctly in the CONFIGURATION table in the config schema.

You do not understand why the login fails.
