Consumption Rule Not Getting Set During Account Creation and Not Syncing to ECE

Symptoms
User have set consumption of a resource in Pricing Design Center(PDC) in a plan, same is synced to Billing and Revenue Management(BRM) successfully. But during account creation, the consumption rule is set against the resource of the account, here consumption rule is NONE for that resource in Elastic Charging Engine(ECE).
STEPS

The issue can be reproduced at will with the following steps:
1) Set consumption rule a resource under balances tab of the plan in PDC. In this case setting resource 'Free_Sms_Usage' (2000014) to EET (EARLIEST_EXPIRATION) and submit it.
2) The same is synced to BRM through Real time Rating Engine(RRE).
EXPECTED BEHAVIOR

PIN_FLD_CONSUMPTION_RULE ENUM [0] 3 should be set in ECE
