Rollover Grants Not Working For Prepaid Accounts (Doc ID 2677060.1)

Customer has setup rollover chargeOffering for both postpaid and prepaid account. Whereas rollover balances are getting reflected for postpaid account but prepaid account roll over balancer are not reflecting in the system.

Steps to replicate :

   1. Create a Prepaid account.

   2. Purchase a rollover deal.

   3. Move the pvt and then execute pin_rollover utility.

Expected Result: Rollover balances should be reflected.

Actual Result: the event is getting triggered but the balances are not getting rolled over.

How to resolve this issue ?
