Why Is CASE_ROUTING.FOLLOWUP_NUM Not Populated After Case Routings? (Doc ID 2677576.1)

Whenever a case receives a followup, all case routings usually have CASE_ROUTING.FOLLOWUP_NUM populated.

There is a number of cases that only the first routing after the followup has FOLLOWUP_NUM, however the subsequent routings  have NO value for FOLLOWUP_NUM.

Why does this occur?
