Schema Validation Tool Fails With Warning : Message 2100 not found; No message file for product=rdbms (Doc ID 2678013.1)

Symptoms

After a recent upgrade, the Schema Validation Tool is throwing the below warnings:
 

Message 2100 not found; No message file for product=rdbms



The issue can be reproduced with the following steps:
1. Open Schema Validation Tool,
2. Login as system
3. Click schema validation
4. Enter CTL folder & files along with valid log location.
5. Click Validate Schema.
