OCSG Sending Cancel SM In Burst Causes Submit SM Failure (Doc ID 2679930.1)

Symptoms

OCSG is sending lots of cancel SM towards SMSC and due to throttling at SMSC, the Submit SM is failing. Request delivery has been disabled, but still the cancel SM triggering is being observed.
