XML Service Request Failed while opening a case after upgrade to Argus Safety version 220.127.116.11

Information in this document applies to any platform.
Customer upgraded Argus from v.8.1.2 to 18.104.22.168 by following the oracle recommended path i.e 8.1.2 ->8.2.1->22.214.171.124.
Post upgrade when trying to open a case we are getting error as "XML Service Request Failed".
We also get the same error trying to run any Periodic Report
ODAC version was changed in this environment...
