When attempting to upgrade P6 EPPM using Oracle database 18c/19c,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade the Oracle database to Oracle 18c/19c
2. Attempt to upgrade or install a P6 EPPM database that has not been tested and configured for that version of Oracle database
3. Error occurs at the upgrade options
