Actual Behavior

===========

When attempting to use the auto-population of the CLF Facility Designation for group connections, MSS is not incrementing the value for subsequent connections between the same CLLI codes. For example, we have a range defined to start with 100.

When I create the first connection between the CLLIs, MSS will suggest '100'. When I create the second connection, MSS will suggest '100' again and the circuit will not create since the circuit ID already exists.

After researching the issue, it appears that when the CLF circuit ID is created for the group connection, the application is not placing a row into the TRANSMISSION_FACILITY_CIRCUIT table. Since this row is missing, the subsequent query to identify the max value in use fails to find any rows so it starts with the original value.


Expected behavior:
============
When a user tries to use the auto-population of the CLF Facility Designation for group connections, MSS should increment the value of the designation for subsequent connections between the same CLLI codes.

 
Steps :
=======
1-Open a TEST Network System. We see that one GC (with Des as 101) has already been made.
2-Try making the second one .
3-Hit OK and we get the message and in the form we see that 101 Facility Designation is populated again .
