Symptoms
Scenario:
1) The system is set to 28 day billing, not 31 day billing
2) Pin_virtual_time (PVT) to 3/1, create account.
3) Move PVT to 3/31,
4) Purchase backdated to 3/29.
Expected:
Single charge from 3/29 to 10/1 occurred
Actual Result:
Creating two cycle events, one from 03/29 to 04/01 and the other from 04/01 to 10/01.
