IMD Seeder should accept External Event Name for Reader Remark processing

We have a use case where the monthly Itron FCS source data includes readings and remark event data, where we need to create a scalar IMD with one or many remark events. The event data requires us to perform a bitwise function to decode bits to determine if certain events occurred or not. The bitwise decode will happen at the adapter level, as this will be a custom adapter for Itron FCS. We need to be able to pass an external event name to the IMD Seeder, so that the business can better maintain the event types and any changes overtime. Currently the IMD Seeder expects the Device Event Type cd directly, but we need to be able to pass an external event name that could be translated to an Event Type cd similar to the existing Device Event Seeder functionality.
