Symptoms

During Start/Stop, the application is creating two SA Sync Requests.  During Premise Replicator, the application is creating two SP Sync Requests.  In both cases, Sync Requests are configured to be "real-time".  First Sync Request is successfully processed, but the second Sync Request stays in the Pending status.
