Goal

While developing a cartridge to support ZTE routers, multiple IP addresses were added to the discovery list in Network Integrity.  After executing the discovery of the devices, one random IP from the list would execute properly and the rest fail with this error,

: Error Code (45) - Error Sending PDU. usmStatsNotInTimeWindows
