OUTA CCB BASE BUG - Budget Amount is missing on Start Stop BS

Why Budget amount element is missing on CCB base Business Services C1StartStopUpdate and C1-StartStopMaintenanceUpdate ? Cannot create Start/Stop Flow where it has a budget amount.
