Concurrency Error when validated registrations for different MPRNs

Problem Description
---------------------------------------------------
Numerous members within Customer Accounts are getting the same Concurrency message when trying to complete registrations, this appears at several stages throughout the registration. The user has to refresh what they are doing, re-sync the account and try again until the registration goes through. (This can happen multiple times)
