Clarification on Loading Of Charge/Discount Offers without Affecting Rating (Doc ID 2715726.1)

Goal

During production deployment, one imported pricing/discounting configuration objects. During that time, customers were unable to do any data usage consumption for some time which impacted customer experience.
As per business requirements, Elastic Charging Engine (ECE) should be available for 99.99999% time, zero downtime during deployments, and rating should not be impacted.

Issue:

Extensible Markup Language (XML) files are exported from development servers and imported into test and production servers.
As a part of export, each modified object is exported into one XML file and imported into another server. As one need to follow some sequence of loading of setup and pricing objects, there are cases where ECE cache is refreshed with some objects and not with others which can lead to rating issues.
As alternative, one tried to export one XML per charge/discount offers, but the import process takes too much time and in some scenarios, there are timeout issues when loading charge/generic selectors for each offer. This increases deployment time.
