Multiple Java Null Pointer Exceptions after ECE 11.3.0.7.14 Upgrade (Doc ID 2716208.1)

Symptoms

After Elastic Charging Engine (ECE) 11.3.0.7.14 upgrade, for a few Elasting Charging Service (ECS) processes, Usage.INITIATE failed due to no response from ECE.

Below are the steps:

1. Use a web service (custom code) to call Usage.INITIATE
2. Restart the problematic ECS processes and Diameter GateWays (DGWs)
3. Perform usage in ECE
