RIB Diagnostic and Monitoring Toolkit (RDMT) compilation aborts with log4j2.xml javax.xml.parsers.ParserConfigurationException.

Steps to replicate:

1. Log in and navigate to the RDMT folder and set JAVA_HOME.
2. Run configbuilder.sh
3. Notice the log4j2.xml javax.xml.parsers.ParserConfigurationException.
