C2M Performance Issues when Billing Commercial Accounts with Interval Usage Rules

We are experiencing performance issues in C2M when billing commercial accounts with interval usage calculation rules. When generating the online bill, the system times out after 5 minutes and the bill is not generated. When billing the accounts through batch, billing has taken around 5 minutes account and as long as 25 minutes per account. The runtime per account appears to increase when there is history.
When attempting to run batch BILLING with traces on, the job does not complete and the debug log produces a very large file (several GB) for 1 isolated account.
