Reporter Notes Field Cannot be Edited When Case Locked is That Expected ? (Doc ID 2719946.1)

The Reporter Notes in Reporter information menu is often used for compliance activity and comments are populated in this field.

For the moment, user has to unlock case in order to add comment in Reporter Notes.

Is it possible to update the configuration to make this field text editable even when the case is locked?
