Warning During Activity Completion

Goal
User has an advanced condition (AC) in one of the workflow rules, to fulfill some of the criteria during activity completion.
During activity completion, the following exception occurs:
"This case cannot be forwarded to any other state because the following transition(s) cannot be performed： 1: State Medical Review (AC_NAME). Advanced Condition "WF_Condition" is not met."
The problem is that after the user closes the exception message the case is routed to the next activities anyway.
Why would this happen?
