PIN_FLD_PERCENT Value In Tax Bal_impacts For Zero Charges (Doc ID 2724881.1)

Goal

In Oracle Communications Billing and Revenue Management (BRM) version 12PS3, the PIN_FLD_PERCENT is used when a partial tax adjustment is needed.

There has been a change in BRM from version 7.5 to version 12, the PIN_FLD_PERCENT field's value the PERCENT in the tax jurisdictions array remains accurate (non-zero) but the balance impact PERCENT that changed in these cases where amount_taxed = 0.
The change was done to stop showing percentage for zero tax amount when the tax was 0.

A new business parameter has been added when custom tax and tax_amount = 0, the user has the option to show or not show the percentage.
