PIN_FLD_PERCENT in Tax Balance Impacts Shows Non-zero Value for for Zero Charges (Doc ID 2724881.1)

Goal

In Billing and Revenue Management (BRM) 12 Patch Set 3 (PS3), customer noticed a change in PIN_FLD_PERCENT field's value in tax balance impact elements in /event/billing/product/fee/cycle/cycle_forward_* and /event/billing/product/fee/cancel events when the amount to be taxed is zero.

In 7.5 Patch Set 21, the tax balance impact for a zero charge was like below:

See that in 7.5PS21:

For zero amount balance impact (i.e. PIN_FLD_AMOUNT = 0.0), PIN_FLD_PERCENT field's value was zero.

But in BRM12PS3:

Even for zero amount balance impact (i.e. PIN_FLD_AMOUNT = 0.0), PIN_FLD_PERCENT field's value is Non-Zero. It is shown as:

         PIN_FLD_PERCENT DECIMAL [0] 0.130000

Question:

1) What is the reason behind this change in behavior?

2) Here in this case, customer is using custom taxation via opcode and not any third party taxation (like Vertex CTQ). Hence tax_pkg=0 (means custom taxation via opcode).

The expectation is to show the PIN_FLD_PERCENT = 0 when the PIN_FLD_AMOUNT = 0, in case of tax_pkg=0 (and not third party tax engine).
