WHO Drug Load In Argus Error

Symptoms
While loading the Chinese version of WHO Drug dictionary (WHODRUG GLOBAL B3 March 1, 202), error like below is received.
09/27/2020 18:21:46: ALTER TABLE WHOBCHN.WHO_INGREDIENTS
ADD ( CONSTRAINT fk_whi_cas_number
FOREIGN KEY (CAS_NUMBER)
REFERENCES WHOBCHN.WHO_SUBSTANCES )
09/27/2020 18:21:46: Exception occurred while loading dictionary - Rollback has been initiated.
09/27/2020 18:21:46: Dropping Dictionary Role.
09/27/2020 18:21:48: Dropping Dictionary User.
Contact your system administrator.
