AAI 8.0.9.2 Error: MRE Utility Failed, Run Execution Id Has Not Been Generated (Doc ID 2731898.1)

Symptoms

On AAI 8.0.9.2, large batches of allocations launched via Manage Run Execution (MRE) on multiple nodes in parallel, some intermittently not getting triggered and the following errors occurred.

Error:

$FIC_HOME/ficapp/icc/log/WSMRERequest.log shows:
[Wed Sep 30 00:25:11 MST 2020] The exec no is: 
[Wed Sep 30 00:25:11 MST 2020] MRE Utility failed, Run Execution Id has not been generated

<Deployed_Location>/logs/PR2Service.log shows:
[30-09-20 00:25:11,877 MST AM] [ERROR] [WEB] [RRF] [NA] [CREATEDIMRUNENTRY] [ManageRunAdapter] Exception
java.lang.Exception: Timeout happened for DIM_RUN update. Another thread is using DIM_RUN currently. Please execute the MRE after some time.
