MRP: Planned orders not seen in MRP for certain items when MPS is fed as input demand schedule (Doc ID 2732500.1)

Symptoms

On : 12.1.1 version, Materials Requirements Plan in Production instance

ACTUAL BEHAVIOR
---------------
MRP Plan with MPS plan as input demand schedule does not snapshot the planned orders from MPS.
Users do not run MPS plan, however they manually enter the values in MPS.

EXPECTED BEHAVIOR
-----------------------
Expect that MRP plan should have the supplies from MPS plan.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Manually make MPS entries.
3. Run the MRP plan with the above MPS as demand schedule and see that the planned orders (MPS entries) are missing in the MRP plan.
