Goal

Account structures:
Owner Account A1
Billing Account B1
Service Account S1

A1 is Legal Group Owner of B1 and owns Discount Sharing Group (DSG) that is shared with S1.
S1 is a subordinate to B1.

DSG discount is not triggered when S1 makes usage.
