Goal

On : 6.0.0.2.1 version, C2M

ACTUAL BEHAVIOR
---------------
SP default characteristics are not getting created for the MDM side in C2M
when SP is added via OUTA

OUTA Version : OUTA 6.0.0.2.1
C2M Version : 2.7 SP 3

The issue is when we try to create SP from OUTA, SP default characteristics
are not getting created for the MDM side in C2M.

Attached are the details with screenshots

EXPECTED BEHAVIOR
-----------------------
SP Default Characteristics should create while creating SP from OUTA.
