Proration IMD End Date Time During DST Shift 1 Hour (Doc ID 2735760.1)

Symptoms

When wait for measurement activity allows prorate, the created IMD end date time shift one hour during DST time. This is not an issue for non-DST time.

This will prevent stop service to bill closing bill. This is because US end date time will be defaulted to 12am. But prorated IMD will be shifted to 1am. When a get scalar details usage rule is used to calculate UT, the rule will look for read up until the usage subscription end date time which is 12am. This cause the prorated read can not be used for closing bill and cause billing to fail.
