Symptoms
On : 12.1.3.9.2 version, Planner workbench
When attempting to release the planned order,
the following error occurs.
ERROR

ORA-01422:exact fetch returns more than requested number of rows ORA-06512:at "APPS.MSC_RELPLAN_PUB",line 1036
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Log into ASCP Responsibility
2. Open the supply/demand form
3. Released the planned order
