Quantity Is Being Changed For IR/ISO When A Reschedule Action Is Being Released From Planner Workbench (Doc ID 2738325.1)

PROBLEM
-------------
We observed that a quantity is being changed on ISO Lines in source instance after reschedule action is released from Planner Workbench from planning instance/ATP plan.

We found two issues to investigate

All the cases caught on production can be divided onto 2 buckets (without exceptions):
1. The releases of IR recommendations for ISOs where the quantity was changed manually by a planner in meantime
2. The updates to quantities on IRs where ISOs have line split into shipment lines.


EXAMPLE  #1
We see that on 2020-11-03 13:40:28 it got changed from 347 qty to 348 From ASCP

So chronologically: Time:
Our collections and ATP-Plan is running on around midnight CET/GMT (server time) ~ 2020-11-03 01:00 AM
From OE_ORDER_HISTORY table we see that quantity was changed manually by OM user  11/3/2020 11:55
From OE_ORDER_HISTORY table we see that quantity was changed with ASCP release by planner 11/3/2020 13:40


As in ASCP users are releasing the reccomendations for Irs, those are flowing to Source system IR and propagate to related ISO lines.
The problem is, if in a meantime (between collection/ATP plan run and IR recommendation release from ASCP) a user changes the quantity on ISO on Source system it is propagated to ASCP but only to ISO line in a planner Workbench.
The IR update still remains available to be released bringing back the quantity for IR/ISO on a source systemfrom a moment of collection.


EXAMPLE #2

The updates to quantities on IRs where ISOs have line split into shipment lines.

   ISO Line 2.2 760 - line 2.1 was split and line 2.2 was shipped.

2020-10-29 (end of day) Collection to VCP

10/30/2020 Now in VCP released the recommendation for line 2.1 increasing the qty to 1240
Result in Source:
IR QTY 2000 (1240+760)
ISO Line 2.1 1240
ISO Line 2.2 760
