Goal

Scenario:
==========
1. On 01-Nov, commit a product with 2 rate tiers where the second one is higher priority and effective 16-Nov. "Default" price in first rate tier is $15.99; same price is increased to $19.99 on 16-Nov in the second rate tier.
2. On 01-Nov, purchase the product with $15.99 charge.
3. On 16-Nov, inactivate the service.

Actual Result is $-10.
Expected Result is $-8
