Not able to Delete or Checkin BI Publisher Program in LSH (Doc ID 2741462.1)

Symptoms

This issue has two aspects, deleting and checking in of a program when selecting the BI Publisher option for the program instead of PLSQL. The first issue is you're not able to delete the BI Publisher program from LSH. For example, you're not able to delete Program <Program_Name> as it's saying it's checked out by another user e.g. <User_Name>. It throws the error :

"Cannot Modify Object or one of it's children. Object <Program_Name> of type Program is Checked Out by another user: <User_Name>".

<User_Name> is the user who created the program. Then you're unable to check-in the same <Program_Name> program which was checked out by <User_Name> as it throws the warning message:

"The object is checked out by <User-Name>. You are able to check it in because you have the 'LSH Superuser Checkin Administrator' privilege".

But you're still not able to check it in, as it throws the error :

"ORA-01403: no data found ORA-01403: no data found in Package cdr_df_program Procedure checkinProgramDefinition"

Also, the user (<USER_NAME>) is unable to check-in the program in LSH as it's throwing the same ORA-01403 error above. But the User (<User_Name>) is able to delete it.
<User_Name> is the example user who created the program.
