loadpricelist Loading Error (Doc ID 2746456.1)

Symptoms

loadpricelist utility is crashing with below error message while trying to load one of the xml file.
The system was recently upgraded from Billing and Revenue Management (BRM) 7.5 PS21 to BRM 12 PS3; Pricing Design Center (PDC) is not used in customer's environment.
