Howto merge the UpdateMe.pl of MPS1 patch and PS23 (Doc ID 2751529.1)

Goal

An user is trying to upgrade from Billing and Revenue Management (BRM) Patch Set (PS)11 to PS23.

Detail steps for the upgrade:
1. Install the Third Party Perl 5.28.1
2. Install the MSP1 and then PS23
3. Merged the code
4. Call BRM Out of Box upgrade script to upgrade the database incrementally.
    • perl ./pin_75_75MPS1_upgrade.pl
    • perl ./pin_75_75ps23_upgrade.pl

Question:
After merged both MPS1 and PS23 code, while trying to call the perl ./pin_75_75MPS1_upgrade.pl, it internally call UpdateMe.pl. But the UpdateMe.pl is updated to PS23.
Do we need to merge the UpdateMe.pl of MPS1 patch and PS23 as the BRM 7.5 Patch Set 23 is cumulative from BRM 7.5 Patch Set 14 and includes all the changes introduced since Patch Set 14?
BRM 7.5 PS12 files and PS13 are included in UpdateMeMPS1.pl for MPS1. Whereas, in the updateMe.pl for PS23, the update starts from #BRM 7.5 PS15 files. Why 7.5PS14 files are missing?
