Refresh Collection Snapshots Failing In EBS After Upgrade to 12.2.9 From 12.1.3 First Time Collections (Doc ID 2752028.1)

On : 12.2.9 version, Data Collections

When attempting to run Refresh Collection Snapshots in EBS after the upgrade for the first time ,
the following error occurs.

28-JAN 08:27:13 : ERROR : Please see the log files of request, 54125616, for details
28-JAN 08:27:13 : Cancelling pending/running snapshots
28-JAN 08:27:13 : Cancelled pending/running snapshots
28-JAN 08:27:13 : User-Defined Exception
28-JAN 08:27:13 : User-Defined Exception

The issue can be reproduced at will with the following steps:
1. Log into ASCP Responsibility in EBS Instance and set the MSC: Source Setup Required to Yes

2. Run the Refresh collection snapshots
3. Review the log file
