Issue on Usage Calculation Rule Eligibility - Checking for Effective Dated Characteristics

There is a business requirement to be able determine the eligibility of the rate calculation rules based on the service agreement characteristic value effective as of the bill segment period. This can be done via configuration using out of the box functionality.

There is a related business requirement on the M-side to be able to determine the eligibility of the usage calculation rules based on the usage subscription characteristic value effective as of the usage transaction period. The expectation is that this can be done via configuration using out of the box functionality but it looks like the base package algorithm type D1-US-URCF (Usage Subscription Element Evaluation - Usage Rule EC Field) could not handle this business requirement. If there is a way to do this, please let us know. If there is currently no way to do this.
