OSM -Troubleticket not created , GetFulfillmentOrderTask failed

Problem Description
---------------------------------------------------
We have deployed a RODOD solution with OSM CSO COM-Only Solution with extended OOTB cartridges 2.1.2 functionality.

Submitted an order which failed in BRM and SIFalloutPIPOrder was created for this order. GetfulfillmentOrderTask Failed with error :

<oms:fault>

So trouble ticket was not created .
