Symptoms

Simple Promotions are not being populated in the payload by RefreshPosDataBatch


Steps to reproduce : 

1. Create simple promotion and clearance with clearance reset.
2. Verify the corresponding payload is populated.
3. Run the RefresPosDataBatch batch.
4. Verify that the Rpm_promo_item_loc_sr_payload is deleted and not populated.
