BREAK_FUNDING_AMT_CHG Not Populating for Partial Breaks with Breakage Charges Adjustment Rule (Doc ID 2760138.1)

Symptoms

When running an FTP Process with a Breakage Charges Adjustment Rule (Adjustment Type = Economic Loss), the process fails to populate the column BREAK_FUNDING_AMT_CHG in FSI_D_BREAK_FUNDING_CHARGES.

For example, the record has the following for a Partial Break:

Prior record: BREAKAGE_TYPE_CD: 2, BREAK_FUNDING_AMT: -1.618
Current record: BREAKAGE_TYPE_CD: 2, BREAK_FUNDING_AMT: -1.793

For this case, BREAK_FUNDING_AMT_CHG = 0 for both records.

You expect the current record's BREAK_FUNDING_AMT_CHG to be updated with the difference between the two records' BREAK_FUNDING_AMT:
Example: -1.618 - -1.793 = 0.175

You do not know why the amount is zero instead.
