Agile Performance Issue While Updating Change Order Affected Item: BOM Relines (Doc ID 2761111.1)

Symptoms

Agile performance issue while updating Change Order Affected Item:  BOM relines, in some cases it takes the change right away and in many other cases, it takes upwards of 15 min per change.
The issue is intermittent and is impacting several users.

The issue can be reproduced at will with the following steps:
1. Login to web client
2. Update Changes with Affected Item: BOM Redlines
3. Update takes 15-20 mins sometimes

ERRORS

The following is details of the Stuck Thread:  ( Workmanager is Stuck )

From the above we know the stuck tread was caused by User: skxxxxxn --> Refer to Acollect_Advisor.html for the User.
The following log shows there was a Stuck Thread with a Custom Report:  /u01/CustomReports/Custom_Report_xxxxxxx.xsl (No such file or directory)
