JPS-06519: Failed To Get/set Credential With Map Fks And Key Null In Bootstrap Credstore (Doc ID 2765502.1)

Symptoms

The following error is thrown when trying to start the managed server (the managed server is faillingto start). This happened after upgrading to Policies 3.20.3.0.0
The server .out logs contain the following errors:

<Critical> <WebLogicServer> <BEA-000362> <Server failed. Reason:

oracle.security.jps.internal.keystore.file.FileKeyStoreManager createKeyStore
WARNING: Failed to save keystore. Reason :
oracle.security.jps.service.keystore.KeyStoreServiceException: JPS-06519: Failed to get/set credential with map fks and key current.key in bootstrap credstore. Reason null

Caused by: oracle.security.jps.service.credstore.CredStoreException: JPS-01061: Access to boostrap credential store denied to application code.

oracle.security.jps.JpsException: JPS-06513: Failed to save keystore.
