Symptoms
On : 12.0.0.3.0 version, Subscription Management
An user has upgraded Billing and Revenue Management (BRM) system from 7.5 Patch Set (PS) 21 to 12.0 PS3.
On backdated account creation (account created with backdated end_t), there are 3 bills with 2 of them billed.
However, the same scenario with BRM 7.5 system, there are only 2 bills with one getting billed.
This new behavior is causing next day billing (pin_bill_day) not correct.
STEPS

1. Pin_virtual_time (PVT) to Jan 10, 2019
2. Account created with end_t as Jan 1, 2018
3. Service created on PVT with effective date as Jan 10, 2019
4. PVT to Jan 11, 2019
5. Run Pin_bill_day
