Symptoms

ACTUAL BEHAVIOR
---------------
Fail after install of 19.0.1

During upgrade from 16.1.4 to 19.0.1:

No problems after the install of 19.0.0. After the installation, users are able to log in through the web.

However after the install 19.0.1 (patch 1) and reboot, the OPPM Function and Services are unable to start.

EXPECTED BEHAVIOR

Function and services should start

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to or install patch 19.0.1
2. Observe that Function and services do not start
