On : 12.1.3 version, Memory Based Planner
ACTUAL BEHAVIOR

User is running Constrained EDD without DS plan, ASCP is not suggesting planned orders when there is no onhand for the non standard jobs if it does not have an assembly
EXPECTED BEHAVIOR

System should suggest the planned order for the non standard jobs
STEPS

The issue can be reproduced at will with the following steps:
1. Log into ASCP Responsibility
2. Run the Plan
3. Review the plan output
